ABBA KABIR YUSUF’S ADMINISTRATION AND THE POWER OF NON-KINETIC SECURITY: KANO AS A MODEL FOR NIGERIA

In an era where insecurity continues to challenge Nigeria’s unity and stability, the administration of His Excellency, Alhaji Abba Kabir Yusuf, offers a compelling example of how non-kinetic strategies can serve as powerful tools for peacebuilding and national security. Through deliberate investments in youth empowerment, rehabilitation, and inclusive governance, Kano State is steadily emerging as a model for sustainable, people-centred security management.

This commitment was clearly demonstrated on 3 February 2026, when Kano State participated in the Presidential Launch of the Safe Nigeria Initiative at the National Counter Terrorism Centre, Office of the National Security Adviser, Abuja. The initiative, led by the Senior Special Assistant to the President on Humanitarian Affairs and Poverty Alleviation Matters, Hon. Delu Bulus Yakubu, reflects a growing consensus at the federal level that military force alone is insufficient to counter radicalisation, terrorism, and violent extremism.

The Safe Nigeria Initiative focuses on humanitarian assistance and skills-based empowerment for youths, deploying non-kinetic interventions to complement conventional security operations. Its underlying philosophy resonates strongly with the vision long embraced by the Abba Kabir Yusuf administration: that peace and security are best sustained through opportunity, inclusion, and social justice rather than coercion alone.

Significantly, Kano State had already taken concrete steps in this direction through the Safe Corridor Programme, a pioneering initiative introduced by Governor Abba Kabir Yusuf well ahead of current national efforts. The programme targets vulnerable youths, promotes voluntary disarmament and demobilisation, and integrates participants into structured rehabilitation, skills acquisition, and empowerment schemes.

Now at an advanced stage of implementation, the Safe Corridor Programme demonstrates the administration’s seriousness in addressing insecurity at its roots. By linking rehabilitation with economic reintegration, the programme reduces youth susceptibility to criminal gangs, political violence, and extremist recruitment, while restoring dignity and purpose to those previously at risk of social exclusion.

Governor Abba Kabir Yusuf’s approach reflects a nuanced understanding of modern security challenges. His administration recognises that lasting peace cannot be achieved through force alone, but through policies that confront unemployment, marginalisation, and inequality. In this framework, youths are treated not as threats to be contained, but as partners and stakeholders in peacebuilding and development.

As national initiatives such as the Safe Nigeria Initiative continue to gain momentum, Kano State stands out as a sub-national government that has moved decisively from rhetoric to action. The policies implemented under the Abba Kabir Yusuf administration provide a practical roadmap for other states seeking durable and inclusive solutions to insecurity.
